Welcome to Laramie County Library System. Our Board of Directors and employees are dedicated to providing a safe, welcoming, and inclusive environment for all library users. These Library Rules outline our behavior expectations to ensure everyone can enjoy the library’s resources and services. You’ll also find links to additional policies that guide how we operate and serve our community.

Overview
Library spaces should be used for reading, studying, writing, listening, attending library or community events and meetings, and working collaboratively.
The staff is responsible for maintaining a safe environment and patrons are expected to comply with their directions. Disruptive behavior is not tolerated in library facilities or on library property and may result in the suspension of privileges.
These rules apply to all library facilities and library property, as well as all communication whether verbal or written.
Library users, employees, and volunteers are expected to:
- Treat others with respect and courtesy.
- Use library facilities, equipment, and materials according to their intended purpose and with care.
- Maintain appropriate noise levels, especially in designated quiet areas.
- Follow emergency procedures as instructed by library employees.
No person is permitted to:
- Engage in any behavior prohibited by law.
- Disrupt other people’s use of library resources or facilities.
- Harass, threaten, endanger or discriminate against others, whether verbally, physically, or written.
- Leave children or people in need of supervision unattended.
- Drink or possess alcoholic beverages, without prior approval from the Executive Director/County Librarian or Board of Directors (for approved social functions);
- Be on library property while under the influence of drugs and/or alcohol;
- Use or display tobacco products in any form, including vaping.
- Bring in an excessive number of bags or leave personal belongings unattended.
- Bring any animal, other than service animals, into any library facility. All service animals must display appropriate behavior as defined by the Americans with Disabilities Act (ADA).
- Solicit signatures, donations, or items while on library property.
- Sleep, doze, or lie down while on library property. This rule does not apply to children.
- Enter library facilities without appropriate dress, including shirts and shoes, or have bodily hygiene that is so offensive it disrupts others’ use of the library;
- Use the restrooms for anything other than the intended purposes. Prohibited activity includes, but is not limited to, bathing, shaving, washing, rinsing, or drying hair, washing, rinsing, or drying clothing, and charging phones;
- Violate any library policy.
consequences
Violations of these rules may result in warnings, suspension of privileges, or the involvement of law enforcement. The library’s executive director, administrators, managers, security staff, or their designee may suspend access to library facilities, resources, and services. Written notification of suspension will be prepared at the time the violation occurs and will be made available to the offender within 24 hours, along with instructions for appeal.
The suspension period shall be reasonably related to the severity of the offense, the number of repeated offenses, and the danger to public health, safety, and welfare. Suspension may range from 24 hours to an indefinite period for serious disruptions, repeat offenses, or criminal acts. A suspension from library services applies to all library facilities and library property, as well as all communication whether verbal or written.
appeals
A person whose library privileges are suspended may appeal the suspension to the executive director by submitting a written statement that includes the appellant’s contact information. Individuals are limited to one appeal per suspension.
Written appeals may be mailed or hand delivered to the executive director.

The executive director will evaluate the appeal by consulting with the employee(s) who witnessed the incident(s) leading to the suspension and reviewing related information. The executive director will uphold the suspension as issued, propose a reduction to the length of the suspension, or rescind the suspension.
