Strategic Plan

Every strong library looks ahead. 

At Laramie County Library System, our strategic planning ensures that we continue to meet the evolving needs of the people we serve. Working together with our community, we set priorities that guide decision-making, resource allocation, and innovation for years to come. 

The Laramie County Library System has always been more than books—it’s a place to learn, connect, and belong. Our new five-year strategic plan, Connecting Community, is a roadmap to guide us through 2030. It was shaped by nearly 500 voices from across Laramie County and represents our shared vision for the future. 

Through surveys, focus groups, and conversations, we heard that our community wants: 

• Easier access to library services—both in person and online. 

• More digital resources and flexible spaces for studying, creating, and gathering. 

• Programs that support everyday life, from job readiness to family activities. 

• Inclusive collections and events that reflect the diversity of Laramie County. 

• Outreach that brings the library into more areas and builds partnerships with community organizations. 

Expand Outreach, Marketing, and Access 

We’ll remove barriers to library service and engage existing and new library patrons. 

Enhance Collections and Events 

We’ll provide data-informed and community-driven collections and events that support skills development, career readiness, and life enrichment to reflect changing community needs. 

Innovate Operations 

We’ll maintain and strengthen organizational operations to foster civic engagement, support lifelong learning, celebrate diversity, and strengthen community bonds. 

Reimagine Spaces 

We’ll adapt library spaces to support a balanced mix of quiet study, social interaction, and creative exploration, ensuring environments that are welcoming, flexible, and responsive to diverse community needs. 

Connecting Community is more than a plan—it’s a promise. It’s about making sure the library continues to grow with our community, remains welcoming to all, and provides the resources, programs, and spaces that help us thrive together.
