Connecting Community: Laramie County Library System Launches New Strategic Plan

We are stepping boldly into the future with the launch of our 2025–2030 strategic plan, Connecting Community. More than just a guiding document, the plan reflects nearly 500 voices from across Laramie County who shared their hopes for the library system’s next chapter.
“This plan is both bold and grounded, it reflects the needs of our community while looking ahead to the future,” said Antonia Gaona, LCLS Executive Director. “Together, we’ve built a roadmap that ensures our library continues to be a place of connection, learning, and inspiration for everyone in Laramie County.”
The process was deeply collaborative. Over the past year, we have listened closely through surveys, focus groups, and conversations. Community members asked for more flexible hours, expanded digital access, programs that support everyday life, and spaces that encourage creativity and collaboration.
From these conversations, a plan emerged that is both grounded in evidence and inspired by possibility. The plan is anchored by four goals: expanding outreach, marketing, and access; enhancing collections and events; innovating operations; and reimagining library spaces.
Each goal reflects community aspirations. Expanded outreach will bring the library to more places, from mobile stops in rural neighborhoods to new partnerships with local organizations. Collections and events will respond to local interests, offering resources such as career workshops, health programs, and family STEAM activities. Innovation will come through investment in staff, technology, and community collaborations that ensure the library remains adaptable and forward-thinking. And reimagined spaces, whether quiet study pods, creative studios, or vibrant gathering areas, will ensure everyone finds a place that meets their needs.
