Informed Voter Series Recap: Understanding the Wyoming Constitution

Thank you to everyone who joined us for last night’s Informed Voter Series at Laramie County Library System—whether you attended in person or tuned in online.
This series is all about providing clear, nonpartisan information to help our community feel confident participating in the voting process. With so much information out there, having a space to learn, ask questions, and explore how our systems work can make all the difference.
During Session Two, The Wyoming Constitution: What It Says and How It Changes, Dr. Lily Rowen from Laramie County Community College guided attendees through the foundations of Wyoming’s government. The discussion explored what the state constitution includes, how it shapes decision-making, and the processes behind constitutional amendments.
Participants gained a deeper understanding of how changes to the constitution happen over time and how those changes connect to broader civic processes and public policy.
